NEO / DJI Fly / Goggles 3

I am trying to connect Goggle 3 for a FPV for a "passenger" experience while I fly and control the NEO using my Android phone DJI Fly app. I cannot get both to connect at the same time as it seems the NEO can only output video to one device which is the Fly app when connected.

Is this setup possible?

What you can do is set up for flying with goggles then use the goggles' feature to share the screen to a phone. Give the goggles and look at the phone, knowing you may have a bit of lag/a less stable feed.
