The rule seems pretty clear as it relates to drone batteries.
1. They can only be in your carry-on
2. The battery terminals must be protected.
You can purchase battery bags, but that one mean one for each battery. I would think (but not confirmed) if you cover each one with electrical tape that would prevent any accidental contact from becoming an issue.
My advice if you are unsure is to contact the TSA or airport authorities from where you will be flying out of (both ways)
