You aren’t the first, and won't be the last, to conflate a charging cable with a data cable. Glad you got it sorted, and label those charging cables, so they are not confused with data cables in the future, by anyone else needing a data cable that looks the same.

What about the NEO allows it to fly there, that is different than any other drone, which cannot get approval to fly there, with a helipad on the other side of the mural? How exactly do you get NEO "approval," or are you suggesting it is approved merely because DJI doesn’t prohibit flight there...

No can do. Mini 1 and Mini 2 can't use the RC 2 because they use an older transmission protocol which is incompatible with the Neo. Neo uses OS 4, like the RC 2. You'll need a Mini 4 Pro for compatibility with the Neo and OS 4.
